Daniel G. Plummer, Partner

Dan has extensive experience representing the interests of private sector companies and associations before the New York State Legislature, Executive Office, State Agencies and Public Authorities.

Prior to establishing Plummer & Wigger, LLC (May 2013), Dan was President of Plummer & Associates, LLC (2008-2013) and was a Principal at the firm of Griffin, Plummer & Associates, LLC (2003-2008). Prior to that, Dan worked as a governmental relations professional at the firm of Featherstonhaugh, Wiley & Clyne, LLP (1995-2003) and as a partner and president of Hennessy, Plummer & Griffin, Inc. (1986-1995), a government affairs firm that represented over 75 companies and associations during its existence.

He began his professional career at the Business Council of New York State, Inc. The Business Council, comprised of over 4,500 private sector companies, represents its members before the Executive Branch and the State Legislature. He held several positions at the Business Council including Assistant to the President and Legislative Analyst before becoming the Manager of Governmental Relations in 1984. Dan was responsible for the legislative and regulatory programs in the areas of transportation, energy, utility, construction, manufacturing and consumer affairs.

Dan has a Bachelors degree from Siena College and is a lifelong resident of the Town of Bethlehem where he served as Deputy Supervisor (2004-2009). He was also elected and served two terms on the Bethlehem Town Board (1999-2007).
Scott Wigger, Partner

Scott became a Partner at Plummer & Wigger in May 2013. He has over 12 years of experience working in governmental relations, having continued with Plummer & Associates in 2008 after joining Griffin, Plummer & Associates in 2005. Prior to that, he worked at Featherstonhaugh, Wiley, Clyne & Cordo where he worked on a variety of legislative responsibilities, including client relations and association management. While there, he gained extensive experience working with the manufacturing, transportation, high tech, insurance and banking sectors.

At Plummer & Wigger, Scott is responsible for a wide variety of lobbying and representation duties including client communication and coordinating activities, legislative bill and memo drafting, bill research and tracking, marketing activities and client representation before the NYS Executive Office, Legislature and State Agencies.
Prior to joining Featherstonhaugh, Wiley, Clyne & Cordo, Scott attended Binghamton University where he graduated with a Bachelors degree in Economics. While there, he also spent time working at the New York City Department of Finance where he worked on corporate tax compliance issues.

Scott currently resides in the City of Albany.

Marge Wigger, Executive Assistant/Office Manager

Marge has over 16 years of experience working in governmental relations, with Plummer & Wigger. Prior to that, she worked at Plummer & Associates (2008-2013), Griffin Plummer & Associates (2003-208) and Featherstonhaugh, Wiley & Clyne (1997-2003).

She is responsible for the preparation and filing of all lobbying reports with the New York State Joint Commission on Public Ethics (JCOPE). Marge interacts with all of the firm’s clients to ensure that they are kept abreast of all New York laws and regulations affecting their lobbying activities and advising them in their compliance issues as they prepare and submit their required New York filings. She monitors the introduction and daily status of all legislation affecting each client and supervises the individualized client tracking system. Additionally, Marge manages the accounting and the general business for Plummer & Wigger.

Prior to joining Plummer & Wigger, Marge was the Administrator of Religious Education for 7 years at the largest parish in the Albany Catholic Diocese. While there, she was responsible for tracking the certification of the catechists and the grade coordinators who instructed the over 1,100 enrolled students. She also assisted in planning the curriculum, sacramental preparation and ceremonies, coordinated registrations and managed inventory, supplies and petty cash fund.

Marge attended the College of St. Rose and currently resides in Delmar

Michael R. Doyle, Consultant

Mike has over 37 years of experience with the New York State legislative process. He previously served for more than seventeen years as Executive Director of the New York State Petroleum Council, an affiliate of the American Petroleum Institute (API), before retiring from that position in 2012. API is the trade association that represents all segments of the oil and natural gas industry. As Executive Director, he was responsible for the development and execution of state and federal government and regulatory relations programs important to the oil and gas industry. During his tenure, Mike directly lobbied members of both the State Legislature and New York State Congressional Delegation as well as state and federal regulators and agencies.

Mike was also Director of Government Relations for the New York Telephone Company, now part of Verizon (1987 – 1994). He represented the Company’s interests before the State Legislature, government agencies and the Governor’s Office. He also acted as a liaison among New York Telephone and other business and legislative associations.

For seven years, Mike served on the Government Affairs staff of The Business Council of New York State, Inc. (1980 – 1987). He was initially responsible for labor, employee benefit and construction industry issues before becoming Director of Government Affairs in 1983. He began his career working in both the Assembly and Senate (1977 -1980).

Mike attended Schenectady public schools and graduated with a Bachelor in Arts degree from Union College. He also received a Masters Degree in Public Administration from Northeastern University.
